Documentation (OM&M) 42 ANSI/AARST RMS-MF 2018 (with 1220 addenda) Radon Mitigation Standards for Multifamily Buildings 10.5 When Not Owner Occupied 10.5.1 For buildings in which systems are not individually maintained by the individual owner and occupier of a unit or dwelling , the contractor shall provide the client(s) an OM&M manual or information package that includes components of the OM&M plan in accordance with Sections 10.1 , 10.3 , if applicable; and additional information in accordance with Table 10.5 . 10.5.2 Statement of client obligations To clarify inherent obligations, the following statement shall be prominently included with the plan: “Stewardship Required. It is incumbent upon property owners and managers to maintain and monitor system effectiveness for the life of the building. Current and future occupants or purchasers of the property should be able to verify by documentation that the minimum requirements of an operation, maintenance, and monitoring plan (OM&M) have been maintained. Essential requirements for long-term risk management are satisfied when building owners and managers: 1) Perform maintenance inspections as stipulated in the operational and maintenance plan or at least quarterly for fan monitors, system components and any system controls to verify continued operation as designed. 2) Maintain equipment, any annotation on equipment and any instructions (including documentation for control settings that existed at the time successful reductions were initially achieved). Engage a qualified professional to inspect the components every 2 years. 3) Conduct a retest of mitigated areas at least every 2 years and retest all previously tested locations of the building up to the third floor level at least every 5 years. In addition, retest when any of the following occur: ü A new addition is constructed or alterations for building reconfiguration or rehabilitation occur; ü A ground-contact area not previously tested is occupied ; ü Heating or cooling systems are altered with changes to air distribution or pressure relationships; ü Ventilation is altered by extensive weatherization, changes to mechanical systems or comparable procedures; ü Sizable openings to soil occur due to: — ground water or slab surface water control systems are added or altered (e.g., sumps, perimeter drain tile, shower/tub retrofits, etc.); or — natural settlement causing major cracks to develop; ü Earthquakes, construction blasting or formation of sink holes nearby; or ü A mitigation system is altered, modified or repaired. 4) Disclose the existence of themitigation systemand its purpose for protecting health and safety to current and future occupants or tenants. Best practice includes a publicly observable notice. 5) Disclose the OM&M plan and all known relevant history including this statement of inherent obligations to prospective purchasers of the property.”
